For 18 years, Montana was represented in the Senate by Republican Conrad Burns. Jon Tester entered the race as an underdog in the Democratic Primary. Two years before this campaign, George W. Bush had carried Montana handily in his reelection effort. When Jon Tester won the primary, he needed to run an innovative and aggressive campaign to take on Conrad Burns.
Winning Connections managed a comprehensive, interactive telephone voter contact program. We helped the Tester campaign communicate directly with targeted Montana voters. We used issue identification calls to refine our message and engaged voters with multiple rounds of interactive persuasion calls that delivered the campaign’s message. We used research-driven techniques to improve voter turn-out in a very close election.
